Since 1968, EKCEP has been at the forefront of workforce development in Appalachian Kentucky, with a history of delivering career, employment, and business services across a 23-county region through partnerships with nine community action agencies. Over the years, thousands of Eastern Kentuckians have relied on these services to build self-sustaining careers in industries ranging from coal mining and manufacturing to healthcare and education.
Today, EKCEP stands as one of only three remaining Concentrated Employment Programs (CEPs) in the United States. Our unique service area—shaped by distinct population demographics and rugged geography—presents both challenges and opportunities. Through it all, EKCEP continues to serve as a vital resource, providing transformative opportunities for those seeking better futures close to home.
WHAT ARE CEP’S?
A Lifeline for Communities in Need
Established by federal law in 1967, Concentrated Employment Programs (CEPs) were created to address unemployment and economic challenges within underserved communities. CEPs focus on offering comprehensive employment and training services tailored to the needs of individuals facing barriers to employment, such as:
- Low income
- Limited education or skills
- Disabilities
- Reliance on public assistance
- Involvement with the justice system
These programs play a critical role in empowering individuals to overcome these barriers and find meaningful employment. CEPs bridge the gap between jobseekers and employers by providing the tools, training, and support needed to succeed in a competitive workforce.
