


A routine visit to a local job fair transformed into a life-changing career move for Letcher County resident Taylor Shane Hall, who recently transitioned from a work-based learning program into a high-wage, full-time position with Mark Energy LLC.
Hall first connected with the Kentucky Career Center (KCC) at LKLP Community Action in October 2025, where he worked closely with Career Development Specialist Tearston Sturgill to update his resume and clarify his career goals. As a partner with EKCEP in the Kentucky Career Center network, LKLP helps deliver employment and training services to job seekers across Eastern Kentucky. When Hall later attended a KCC job fair in Letcher County, his previous experience quickly caught the attention of LKLP Business Services Consultant Jordan Stidham.
Recognizing that Hall’s background was an ideal match for Mark Energy, a local employer seeking specific technical expertise, Stidham took immediate action.
“When Taylor arrived at the event, we reviewed his resume and realized his skills were exactly what one of our partner employers needed,” Stidham said. “I contacted Mark Energy immediately and secured an interview for Taylor that same afternoon. He finished his time at the job fair and went straight to the interview.”
To support the placement, EKCEP and LKLP utilized a Work Experience contract for an Operator position. Through this program, Hall began earning $15.00 per hour while gaining the technical skills necessary for the energy sector. This strategic matching and hands-on training period allowed Hall to demonstrate the reliability and adaptability that his supervisors quickly noted.
Sturgill, who worked with Hall from the beginning of his journey, noted that Hall’s performance during the program made his eventual hire a certainty.
“Throughout his work experience, Taylor consistently exceeded expectations,” Sturgill said. “He demonstrated exceptional determination and a clear focus on building a sustainable career to support his family. His success highlights the impact of these opportunities in helping individuals gain meaningful employment and achieve long-term self-sufficiency”.
The investment paid off for both parties. As he approached the completion of his 480-hour training period, Mark Energy officially offered Hall a full-time Operator position. The new role came with a substantial wage increase that reflects both his technical performance and the value he brings to the company.
“I love seeing the programs we provide working exactly as intended,” Stidham added. “This is a great example of how our services help participants gain real-world experience that leads directly to long-term job obtainment and financial stability.”
Hall’s success reflects the ongoing partnership between EKCEP and LKLP Community Action Council. Through a contract with EKCEP, LKLP operates the Kentucky Career Center locally and provides employment and training services funded through the federal Workforce Innovation and Opportunity Act (WIOA). Together, the two organizations help residents build skills, support local businesses, and create pathways to sustainable employment across Eastern Kentucky.
